Hi Laura,
Meeting people is most easily done in Serbia, and probably a lot of the Balkans and Central Europe, through friends of friends. I suppose that fits with the generally relationship-orientated culture. So it's a case of starting off the chain somehow I guess and following the golden rule that applies everywhere (and is very relevant to housemates!), that the people you initially hook up with you are probably going to lose all contact with within 6 months once you realise you have little in common.
There are also plenty of clubs etc. etc. depending on your interests, so that's always worth thinking about, though some of them may have strong political affiliations not apparent to the casual observer, so be careful of that!
Maybe it's time to take up that rowing..! I don't know anything about the sport here, but I would wager it's not much different from the UK - lots of getting up at the crack of dawn and serious blisters. As for the cleanliness of the river... well... I don't suppose it's much worse than any other European river. I've swum in the Danube plenty of times and there's nothing wrong with me *involuntary twitch*.
